For seventeen years Verizon was the odd one out. Because it bought 700 MHz C Block spectrum in 2008 under "open platform" conditions, it was the only national carrier under a federal rule about handset locking, and from 2019 that meant a flat 60 day automatic unlock. On January 12, 2026 that ended. This page gives the decision, the date, the new policy in Verizon's own words, and the practical effect on buyback and repair stock.

The decision: Order DA 26-43, January 12, 2026
The FCC's Wireless Telecommunications Bureau adopted and released Order DA 26-43 on January 12, 2026 (source). It grants the Request for Waiver Verizon filed on May 19, 2025, covering two obligations: the section 27.16(e) handset unlocking rule, and the unlocking commitment Verizon accepted as a condition of acquiring TracFone in 2021 (source).
The history, as the order and a law firm summary lay it out (source):
- 2007. The FCC adopted 47 CFR 27.16(e) as part of the open platform rules for Upper 700 MHz C Block licensees. It barred those licensees from locking handsets against use on other networks.
- 2019. A partial waiver let Verizon lock handsets for 60 days after activation to deter fraud.
- 2021. When Verizon acquired TracFone and about 20 million prepaid customers, the merger approval required Verizon to apply its 60 day policy to TracFone devices on its network (source).
- 2024. The FCC opened the Handset Unlocking NPRM proposing a uniform 60 day unlock for every carrier. It was still pending when the waiver was granted (source).
The order's reasoning is fraud. Verizon told the Bureau that device fraud and trafficking is "sophisticated" and "organized globally through connected criminal networks", that it lost an estimated 784,703 devices to fraud across prepaid and postpaid in 2023, costing hundreds of millions of dollars, and that it "saw a spike in fraud of approximately 55% after TracFone moved from its earlier policy of a one-year lock to Verizon's 60-day lock" (source). The FCC's press release put it more bluntly: Verizon's early unlocked handsets "have too often been effectively stolen and resold on the black market, commanding premium prices on the dark web, particularly in countries like Russia, China, and Cuba", and the 60 day period "is insufficient for the company to effectively detect fraud before unlocking takes place" (source).
Two conditions matter for anyone holding stock. First, the waiver "applies to all handsets that become active on Verizon's network beginning the day after the release date of this Order", so devices activated on or before January 12, 2026 kept the 60 day treatment (source). Second, it lasts "until such time as the Commission decides on an appropriate industry-wide approach", and while it is in effect Verizon has committed to follow the unlocking policies in the CTIA Consumer Code (source). Consumer groups opposed it; one called it "a profoundly anti-consumer decision", while law enforcement groups and seven state attorneys general supported it (source).
VERIZON BEFORE AND AFTER JANUARY 2026
What Verizon does now
Verizon's Device Unlocking Policies page, updated February 18, 2026, reads as follows.
Postpaid. "Devices will be unlocked automatically when purchased at full retail price or if the device financing agreement balance is paid in full." Devices previously reported lost or stolen stay locked until cleared from the report, and "Once a device is unlocked, Verizon will never re-lock it" (source). There is no day count any more: a 36 month device payment plan is a 36 month lock unless it is paid off early.
The 35 day delay. "A secure payment method is required to unlock a device immediately when paying the full device balance. If a Verizon Gift Card is used to purchase a smartphone or pay off a remaining balance, the unlocking process will be delayed by 35 days" so the card's funds can be verified (source). Droid Life reported on February 16, 2026 that payoffs made online or in the My Verizon app are also delayed 35 days and that paying in person at a corporate store avoids it (source). The official page names only gift cards, so treat the online payoff delay as reported but unverified against Verizon's text.
Prepaid. "Devices purchased from us will remain locked to the network until the completion of 365 days of paid and active service. After 365 days of paid and active service, we will automatically remove the lock unless the device is deemed stolen or purchased fraudulently" (source).
Business. Same as postpaid, plus unlock when the line term ends or the termination fee is paid (source).
Military. A customer with relocation orders outside the coverage area can suspend the line for deployment; the device unlocks only after the account is verified in good standing after 60 days of being active (source).
The Verizon Value brands
Straight Talk, Total Wireless, Tracfone, Simple Mobile and Visible were the brands the 2021 TracFone condition protected, and they changed fastest. Press coverage reports that phones on these brands activated on or after January 20, 2026 need 365 days of paid, active service and an unlock request, while phones activated before that date stayed on the 60 day automatic track (source; source). Android Headlines adds that Visible and Total Wireless "recently adopted the same one-year timeline" (source). The brands' shared policy page sits behind a bot wall and could not be fetched on 2026-10-28, so the January 20 date is unverified against the primary text. Details by brand are on the Cricket, Boost and prepaid page.
What it means for trade-ins
Three concrete effects.
- Locked Verizon stock is now common again. Before January, almost any Verizon phone older than two months arrived unlocked. Now a financed postpaid phone is locked until the plan is paid off, and a prepaid phone bought in 2026 is locked for a year. Expect the locked share of your Verizon intake to climb through 2026 and 2027.
- "Paid off" is the whole test. For postpaid there is no day count to argue about. If the balance is zero, Verizon unlocks it automatically; if the device arrives locked, something is still owed, a gift card payoff is inside its 35 days, or the device carries a lost or stolen flag (source). A locked Verizon postpaid phone deserves a harder look than a locked T-Mobile one.
- A clean paid off device with no account holder is the wholesale case. Verizon unlocks automatically, so the typical trade-in problem is the device that qualifies but the auto unlock never reached it, or the previous owner paid off in a way that triggered the hold and then left. A wholesale IMEI unlock gets the same permanent result. Our Verizon services are listed near the top of this page as The STACKS App sells them, each with its condition, turnaround and refund term. Run the free blacklist check described on the financed and blacklisted page first.
One quirk Verizon itself flags: "an unlocked Verizon device may have limited functionality or may not work at all on another carrier's network" (source). Modern iPhones and flagship Androids are fine; older or budget devices can lack the bands.
If it is your own phone
Pay the balance with a secure method, in a corporate store if you want it immediate, and Verizon unlocks it on its own (source). Prepaid customers wait out the 365 days. There is nothing to buy. Unlock STACKS serves approved businesses only; see how approval works.
What happens next
The waiver is a bridge. The FCC's own press release frames it as giving the market "a uniform industry standard" under the CTIA Consumer Code (source), and the 2024 proposal for a 60 day rule for everyone is still on the docket (source). Smaller carriers that were under similar conditions have asked for the same relief (source). If the FCC later adopts an industry wide rule, this page will change. Last reviewed 2026-10-28.
Questions shops ask
Does Verizon still unlock phones after 60 days?
Not for devices activated after January 12, 2026. The FCC waived the 60 day rule that day, and Verizon's policy page now says postpaid devices unlock when bought at full retail price or when the financing balance is paid in full, and prepaid devices after 365 days of paid and active service.
What exactly did the FCC decide about Verizon unlocking?
On January 12, 2026 the FCC's Wireless Telecommunications Bureau released Order DA 26-43, granting Verizon a waiver of the 2007 handset unlocking rule in 47 CFR 27.16(e) and of the 2021 TracFone merger condition. The waiver applies to handsets that became active on Verizon's network from the day after release and lasts until the FCC decides an industry wide approach.
Why did the FCC drop the Verizon 60 day rule?
Fraud. Verizon told the FCC it lost an estimated 784,703 devices to fraud in 2023 and saw a roughly 55 percent spike in fraud after TracFone moved from a one year lock to Verizon's 60 day lock. The FCC said the 60 day window was too short to detect fraud before unlocking.
What is the Verizon 35 day unlock delay?
Verizon's policy says that if a Verizon Gift Card is used to buy a smartphone or pay off a balance, the unlock is delayed 35 days so the card's funds can be verified. Droid Life reported in February 2026 that payoffs made online or in the app also trigger the delay; the official page names only gift cards.
Do Straight Talk, Total Wireless and Tracfone phones still unlock after 60 days?
Phones on those Verizon Value brands activated on or after January 20, 2026 are reported to need 365 days of paid, active service and an unlock request. Phones activated before that date stayed on the older 60 day track. The brand policy page itself could not be fetched for this review, so the January 20 date is from press coverage.
Will Verizon re-lock a phone after it is unlocked?
No. Verizon's policy states that once a device is unlocked, Verizon will never re-lock it. It also says a device previously reported lost or stolen is not unlocked until cleared from that report.
